How do I completely disable ad and tracker blocking?

To turn off blocking and use only the Site Reputation feature:

• Click the shield in your tool bar
• Click the settings icon
• In the setting menu, toggle off "Block ads and trackers"

When toggled off, the shield will still show the reputation status of the sites you visit; however ads and trackers will no longer be blocked.
